Interesting, I have the EXACT same situation. I have scoured the internet and have been unsuccessful in finding a solution... using .htaccess
The person I'm trying to block is obsessed with me and is practically stalking. I have been successful thus far with keeping them out for the most part... but now they are using hidemyass.com and I'm stumped!
ANY help is welcome!

After searching and trying about a million different things with my .htaccess file, I finally pinged w1/w2/w3.hidemyass.com to determine IP address. With that information I then added a deny from 67.159.44 to my .htaccess file.
Success!
I don't really understand why statcounter correctly records the user's real IP address when they go through hidemyass yet it doesn't get blocked. But at least for me, blocking the IP addresses of hidemyass seemed to do the trick.

Here is what I think, and this is IMHO. The cookie from Statcounter is what shows up in the user browser. Therefore they can be from a different IP but the cookie was from the original ip. They are still visiting from a different IP and yes, it looks like blocking those from funnymoney will work. The problem is, eventually they will find a way to the site. Being stalked sucks.

Oh, and sorry for the double post, but you could block the ip in javascript on blogger. Unless of course, they turn off javascript.

well I also a visitor using hidemyarse and as far as I can see statcounter does record the correct IP for the ISP - I know who my particular villain is and where they are from and they visit another site without a blocker .... both IP's are the same range for the same ISP so statcounter definately records the IP correctly. The page viewed is what is blocked by hidemyarse. I don't know however if blocking that IP with toolator will block them unless you are using the upgrade service where you can block a range of IP's and tough for anyone else using the same ISP « Last edit by superchan on Tue Nov 10, 2009 5:18 pm. »

Hello, If this forum is still active I have a solution to block hidemyass.com proxy servers. I found this website that can block all hidemyass.com proxies http://blockwebsiteabuse.comThey have all the ip addresses to block the hackers and spammers hidemyass.com It worked for me, enjoy
